I am in the process of developing a CBSM strategy to reduce energy use within a large government department. Is anyone aware of successful internal government programs that promote behaviour change for energy efficiency? One of the issues is that staff do not pay for energy use, so reducing your energy bills is not a driver for change.

Research shows that behaviour at home translates to behaviour at work. Quote: Citation: Lee, Y. J., De Young, R., & Marans, R. W. (1995). Factors influencing individual recycling behavior in office settings: A study of office workers in Taiwan. Environment and Behavior, 27, 3, 380-403. The study examined office recycling behavior through a survey administered to 1,788 Taiwanese workers. The survey measured household and office recycling behavior, commitment to recycling, motives for recycling, satisfaction from being frugal, and office recycling convenience. Prior experience with general household recycling predicted general office recycling behavior but not specific recycling behavior. Prior experience of a particular type was an excellent predictor of that same office-based conservation behavior. Prior experience with a particular material (e.g., paper) predicted office conservation behavior only with respect to that material. Organizational and individual commitment were modest predictors of office-based conservation behavior. Economic motivation was not an effective predictor.
