I am currently working on developing an incentive program for energy efficient washing machines. As there is currently a lot of controversy about the effectiveness of incentive programs, I want to make sure we develop a program that can be accurately measured to prove its effectiveness to reduce GHG emisions and create a market transformation to energy efficient products. Does anyone have any experience with the evaluation of this type of program?

A few ideas that you might want to consider, it has to be easy for the 'customer' to use. Too much paper mean that people will dismiss it, not ignore it. One critical note is that people tend to be price buyers, not cost purchasers. This is true of individuals and corporations. If the difference is not clear, email me off the listserv and I will explain. An interesting twist that I just experienced on my own purchase of a high efficiency washing machine was that the company I bought it from offered an extended warranty plan, but if I did not need it over the four years, the full amount was applied to a future purchase. Hence I am never out of money, its a 'deposit' on something else I may need in the future (there were no deadlines on the purchase articulated). The offer came from a company that is not part of a chain. This company also had information on energy efficiency displayed across all the machines in the store. The salesman had also taken the time to figure out the cost of water for a load, which the local municipality had not done. Hence he had a better idea of what my full or total cost to buy and use would be. If a conversation with the salesman would help, email me off line - salesman will be your front line advertisers I would think to have the program effective, why not talk to a good one?
