I am interested in finding out if there are any programs already developed along the lines of the Master Gardener Program for sustainable energy. The targeted audience is homeowners or adults. Like the Master Gardener Program, 40 hours of training would be provided in exchange for 40 hours of community service. You might want to check out the Climate Masters Program developed by the Climate Leadership Initiative (CLI), Institute for a Sustainable Environment at the University of Oregon - http://www.uoregon.edu/~climlead/programs/neighborhood.html .
It is part of their Community Climate Stewards Program. I don't have direct experience with it, but it sounds like the type of program you are interested in developing. From their website: We have trained 50 committed community members in our unique "Climate Master" program! Participants received 30 hours of training on ways to reduce greenhouse gas emissions in individual's homes, yards, food and transportation choices and are now giving at least 30 hours of their time to help others to curb their greenhouse gas emissions through household consultations, presentations, tabling at events, running small groups and other strategies.

The EcoBroker program for Realtors is akin to what you're looking for. http://www.ecobroker.com EcoBroker designation requires fairly extensive training and a number of tests, though it does not contain the community service component. As Susan mentioned, the Climate Leadership Initiative has developed a "Climate Masters" program that follows the model of the Master Gardener programs and focuses on reducing household greenhouse gas emissions (including transportation, consumption/waste, food, and yard emissions, along with home energy use). The program also trains participants to conduct household consultations around any of the above mentioned topics, allowing us to provide peer support to even more community members. We developed the program with the goal of creating an easily replicable model for communities nationwide. We are about a week away from compiling our final results and will be posting them on our website at that point.
