Our firm is working with a municipality that is in the process of providing piped lake water to all residents many of whom are currently on private drilled wells. We want to use CBSM principles to obtain voluntary compliance to have the property owners decommission their wells once they are hooked up to the new municipal water service. Has anyone had experience with this? Thanks

I would suggest looking at what Well Aware (www.wellaware.ca) is doing. They have put alot of thought into this and have materials to address the importance of decommissioning wells- they are an excellent resource.
