Here in South Carolina we have some of the lowest electric rates in the country yet one of the highest utility bills per capita. This is attributed to several factors including no history of encouraging energy efficiency. The recession has resulted in statewide energy use reduction. One of the state's largest utilities SCE&G has applied for a rate increase to supplement reduced profits due to reduced energy demand. Concurrently there have been nascent efforts to promote home weatherization initiatives to reduce energy use. You see where this is headed. So I am asking for feedback on how other communities and utilities have reconciled this contradiction.

It sounds like you want to know how to encourage people to continue reducing their demand for electricity, even though their bills will not go down (due to utility rate increases). Is that correct?
