Our Council has created conservation covenants on a number of private properties.
These have usually been generated when the property has made a development application to Council. A much smaller proportion have joined voluntarily.
We are keen to activate residents who have conservation covenants. We know about 20% of the involuntary participants are interested to become more active.
We're very interested to know about other successful programs and particularly how these programs have fostered community champions and normalised the behaviour.

It is different in scope, but in Ontario, Canada, the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) have an Environmental Farm program. There may be some approaches you can glean from this successful program.
