Does anyone have (or know of) any examples of successful evaluation methods for measuring the impact of water efficiency/demand management programs?
-Are control groups the way to go? Random assignment or paired consumption perhaps?

Great question Joel,
Automatic meter reads provide great insights into program evaluations and also some interesting feedback on human behaviours relating to seasonal water use. I have attached a report on our pilots using automatic meter reads (Taggle) and IBM analytics platforms/visualisations. Might get you thinking.
