Has anyone looked at the the use of verbal pledges over the phone, rather than signed in person?
in a less face to face world we are looking at having people call us, and promise to recycle better. Are we being naïve that they wont just lie?

Verbal pledges over the phone can be effective if there is a follow-up phone call afterwards to check in on recycling behaviours. You would likely have more uptake if your organization reaches out to people instead of the other way around. You could also consider making group commitments; for example, you could get community organizations and community leaders involved, who will then educate and influence the people in their group/neighbourhood to recycle better. You might get more authentic efforts this way, since people will be influenced by people that they know and respect in the community. Also, it may be more cost effective in terms of your organization's time and energy.
