A mail questionnaire was utilized to provide baseline data on consumer's reactions to the Canadian Oil Substitution Program (COSP), a major financial incentive developed by the Canadian government to stimulate conversions of oil-fired home heating systems to alternative energy sources. Data were from 1,739 single-family households in 4 provinces. Results provide indications of the motives for and barriers to off-oil conversion, the importance of COSP relative to other conversion motives, and the size and characteristics of the oil-user group resistant to converting. Implications for program management and implementation are discussed. (10 ref)
