M. Fishbein's (1967, 1975) attitude model holds that the intention to perform a behavior is the best indicator of future conduct, given the behavior is under volitional control. The model was applied to voter decision making on an energy ballot proposal in Oregon's 1976 general election. It is concluded that the Fishbein model should be extremely useful in understanding public reaction to future energy proposals. (13 ref)
