Investigated consumer attitudes toward energy conservation (efficiency investments, better management, and curtailment of amenities) by examining consumer bias in comparing measures and bias across residences through telephone surveys of 400 Michigan households. Data suggest that consumer perceptions led to an overemphasis on curtailment and management methods and to a neglect of efficiency investments. (23 ref)
