Participation in Household Weatherization Programs

Contends, on the basis of research findings, that grant programs appear to be more acceptable to many households than are no-interest loan programs for promoting household weatherization. It is suggested that such programs would be highly cost-effective for the utility while greatly increasing program participation. (22 ref)
