I am researching the topic of finding a higher use than compost for the brush and yard trimmings collected by our Solid Waste Services Department. Please respond if your organization has found a better use (than compost) for this type of wood waste.

I would suggest you look at gasification and produce energy from it. The technology is over 200 years old although the newer systems have lower emissions and can take a higher moisture content. Burlington Vermont has the largest system: http://www.nrel.gov/docs/fy00osti/27983.pdf#search='gasification%20vermont'
But smaller systems are manufactured in that state under the sustainable jobs inititive which encourages alternative energy/recycling small business development. FYI the state of Maine produces about 30% of its electrical power from cogeneration which gives the economy an additional $500 billion boost because it is an in state source of energy.
