We are starting to design a CBSM project to reduce emissions from in-service diesel vehicles (ISDVs) in our city, by encouraging positive driver behaviours and regular maintenance. We have decided to focus our pilot on 2 segments of ISDVs: articulated trucks and light commercial vehicles. We don't anticipate many difficulties getting our survey out to fleet managers, but are wondering how to target owner drivers. The latter probably own one vehicle, and spend a large amount of time driving it. They may not belong to any associations, live in widely dispersed suburbs, may work predominantly in another industry altogether (eg plumbing or waste disposal) etc etc. Has anyone had any success targetting one segment of a market? It would seem to be a lot easier if you could go through the local phone directory, or knock on people's doors! We are hoping to direct our market research company next week!

A lot of information about a vehicle (make, model, engine type etc.) is contained in a vehicle's vehicle identification number (VIN). In the US, vehicle manufacturers often use motor vehicle registration records from each state's division of motor vehicles to identify vehicle owners who need to be contacted for a vehicle recall. This may be a way to identify owners of certain diesel vehicles. But there may be privacy issues that prevent you from accessing vehicle registrations for the purpose of identifying owners' addresses and other contact information.
