I work in Canberra, Australia in local government. We will be piloting a car pooling scheme for our government employees. We have seven or eight government departments with offices spread around Canberra. We have chosen our city centre (where there are a cluster of government offices/employees) to do the pilot/test. However, there is no opportunity to allocate parking spaces for car poolers (as an incentive) in the city as all parking there is public parking and no private parking arrangements for government staff is available. The question has arisen, how can reimbursement of parking fees be managed so that the incentive is not "abused". I would be most grateful to hear any ideas - particularly if they have been successfully used by other organisations/businesses.
