I am interested in hearing from organizations/universities that have developed comprehensive stormwater management plans particularly the process and timeline as well as costs. I am working in an uban setting but am interested in any information on the subject.

The concept behind vegetated floating islands is still very new (only 3 or 4 years old) and I don't think the company has yet summarised its research in a way that provides information on the efficiency or effectiveness of their product. One of the standard BMPs in stormwater management is the construction of artifical wetlands designed so that wetland plants (among other things) remove nutrients from the water passing through them. A new innovation being researched in various parts of the USA, New Zealand and Australia is the addition of vegetated floating islands placed within both artificla and natural wetlands. The islands are designed so that a huge internal surface area of bacterial biofilm can develop to denitrify N and consume and hopefully precipitate P. The best floating islands I'm aware of in the USA are made by Floating Island International based in Montana and I can recommend their product to you, although it's quite expensive by Australian standards.

The small urban city, Emeryville, California, that I work for, got a grant a couple years ago from the EPA to develop stormwater guidelines for our new development projects. Many counties/municipalities in New York State have comprehensive stormwater management plans. I know that Monroe County, NY has worked hard on a county-wide plan.
