Baltimore City, Maryland, USA is in the last stages of hiring a consulting team to help us write the Baltimore City Green Building Standards. We intend to use LEED as a guide but will be developing an original document that will address the specific issues of Baltimore. I am interested in what other municipalities have developed their own Green Building Guides and what their experiences have been.

Of particular interest-

1- Have LEED professionals been required to be a part of the project teams.

2- Have checklist methodologies been used to assist the City Plans examiners (who as yet may not know anything about green buildings)?

3- How is the final approval given to certify the buildings when the City historically gives its final approval at occupancy but green buildings are not certified until performance has been measured.

Any guidance/advice/documentation would be appreciated.
