A colleague is attempting to conduct an analysis of fuel-related activity for one program in our agency as an example of what might be involved in creating a credible greenhouse gas inventory and baseline. The major challenges are the state financial tracking system (WISMART) and our equipment inventories do not consistently report the quantity of fuel/energy used and the types and uses of vehicles/equipment for GHG emission purposes. To further complicate matters, the limited data that are available are recorded in a system run by another state agency so it cannot be easily modified to track the needed data. Have any of you been in a similar situation? If so, how did you go about identifying the effort it would take to put systems in place to better track such activities? How did you present that information in a way that it was seen or heard by those in a position to institute real improvements? Were you able to compile a credible GHG inventory? Would you recommend a particular carbon reduction model or program?
