I am looking for guidelines on how to program traffic lights, to avoid the unecessary pedestrian delays that discourage walking and encourage unsafe crossings.
For some Canberra trips, the time pedestrians spend waiting at traffic lights is greater than the time it takes to drive the entire trip.
I have been asked to comment on a new crossing, and it would save me a lot of time if I could refer to existing guidelines.

The IMAP (Inner Melbourne Action Plan) councils have run a 'Greenlight' project looking at increasig pedestrian priority at signals. More information on IMPA is available here: http://www.melbourne.vic.gov.au/info.cfm?top=288&pg=2335
Some of the IMPA work put figures on 90th percentile ped crossing speeds per metre, etc.
Here at the City of Darebin we've also just started work on a similar project, looking to increase the priority of peds at selected intersections. Happy to chat further if you'd like to know more.
