Barriers Associated with Illegal Dumping Behaviour

I'm looking for any research or approaches people may have used to determine why people illegally dump rubbish. We know that often illegal dumping is associated with other illegal behaviour. Observing dumping is not necessarily an option as much of it happens in remote areas and at night. We're considering interviewing those people that have been charged with illegal dumping offences but are not sure we are likely to get much out of them for obvious reasons. Any thoughts or studies that have been undertaken regarding this topic would be much appreciated.
