small country town adjacent to large city Canberra. Town has no incentive to be environmentally aware. Canberra has ative Gov program. Many residents, it is rural residental, are escaping what is perceived as bureauracacy. The 'it is my right'attitude. Human waste disposal, rubbish/ sewerage are contentious as to cost/effectivenes/necessity beyond minimum. I disagree with prevailing attitude.
