I left progressive Washington State and moved to less progressive Georgia. I help local governemnts improve waste reduction and recycling programs. One local planner asked me if anyone had done any work on defining the point at which CURBSIDE recycling is no longer the most efficient recycling option. Is there a population number or density ratio that equals efficiency?
