A consultant primarily to Asian Development Bank on the development and integration of national policies, strategies and action plans to achieve cleaner production in member nations in Asia. Iaddress policy and strategy as having objectives of achieving behavioral change and am very concernd in each case with identifying the collection of pressures, penalties and incentives andrewards that will change the perceptions of business decision makers, especially these of small enterprises, to see improving the environmental efficiency of their operations to be in their best business interests. I have written guidelines for the integration of policy and strategic planning, about to be published by Asian Development Bank, based substantally on the approach of motivating behavioral change.
