Work with local governments (cities, towns, boroughs, counties) which commit to reducing global warming. Local governments establish a baseline of greenhouse gas emissions, pick a target for reduction, implement policies/programs/projects which reduce emissions, and monitor actions. The commitment is for government operations as well as all sectors of the community.
