Intuitiveley, I know that deleloping displays, brochures, and posters on their own do not change an individuals behaviour. As these tasks from part of my work, I would like to design programs that are not a "waste of tax payers money".For example one key issue we have in Tasmania is the illegal clearing of vegetation on coastal reserves that adjoin freehold land. People remove trees because it interferes with their view of the water or because the bush looks messy and they want to "tidy it up". They do these activities without seeking permisison from the land holder - either Council or the Crown. On an individual basis this is not a major problem - but collectiveley many households doing this along the coastline - it is.
