You might check out the Spring Move Out Project, a collaboration between the City of Burlington, University of Vermont, Chittenden Solid Waste District, ReSOURCE (formerly Recycle North), Burlington Neighborhood Project, Champlain College, and St. Michael's College. The partners meet I think once a month 4-5 months before the 'SMOP' date to coordinate details and outreach efforts. I think the waste district came up with the idea originally; the folks there I think would be happy to chat with you: (802) 872-8100. They've done this for several years now - maybe 6 or 7? and it is pretty successful.

You may also try getting in touch with some of the institutions in Cleveland that have leased rooftop space to Ohio Cooperative Solar (a more social than for-profit venture) regarding their experiences. They include the Cleveland Clinic, University Hospitals, Case Western Reserve University, City of Cleveland, and the Cleveland Housing Network.

Have your tried getting in touch with employers in areas with trip reduction ordinances? Someone must have tried priced parking there...although the employer resistance issue would be lower with such regulations, they may be better able to point you to useful resources on pricing specifically. If you weren't aware, a list of ordinances around the country (Mass and Maryland are/are closest to the northeast; other states on the Atlantic seaboard as well).
