Have you heard of Yellow Fish Road (http://www.yellowfishroad.org/)? The program does exactly this - engages and educates the community through the placement of stencils on stormdrains. Their "slogan" is Rainwater Only.
The City of Calgary includes some messaging on their storm grates (shown in the picture), but it's more about what not to do.

For Water Resources Residential Programs at The City of Calgary in Alberta, Canada. Reporting to the Team Lead Outreach, the incumbent will guide in the planning, implementation and evaluation of community water programs that will meet the need of Water Services' customers (residential, commercial and youth) while at the same time help the City to achieve its water sustainability goals.
Major duties and responsibilities include:
- select, plan, implement and evaluate water sustainability programs and projects
- develop and implement strategies for public and community education to meet long term water sustainability goals
- analize and use customer and industry research to identify trends and issues related to water to support community program development
- develop appropriate technical content for a variety of marketing tools and tactics
- provide timely customer service by responding to inquiries and by training front line staff on programs
- identify, coordinate and implement involvement in community events and outreach activities
- work with internal and external stakeholders to implement partnership based programs and projects
Qualifications:
A degree in a related field (e.g. Environmental Science, Geography, Biological Sciences or related discipline) or aprofessional designation plus a minimum of three years experience developing environmental programs for public/community involvement and education. Knowledge of and experience implementing public education, social marketing and engagement strategies and tactics are required for this position.

Cows and Fish is an Alberta Riperian Habitat Management Society and they have been quite successful working in rual communitites and uban settings alike.

All the data I've come across has also provided conflicting information so when we get this question from residents and community gardens The City of Calgary recommends using a rain garden only to water flower gardens, lawns,trees, and shrubs (non-edible crops) until we can gather more conclusive information one way or the other. If they choose to use it on vegetable gardens they do so at their own risk.
If someone is really keen they can have their rain barrel water tested by the local healthy authority to determine if its safe or not. This may help with asphalt contamination, but is only as accurate as how clean the roof is kept.
The City is hoping to do further study into this, but haven't started anything to date.

Green Calgary offers a variety of workshops and courses, but I'm not sure what they have for an evaluation peice. You can view the list at http://www.greencalgary.org/workshops. The City of Calgary also offers a variety of workshops. Water Services offers Indoor and Outdoor water conservation workshops. These tend to be about 1.5 hours and are focused around our three main campaigns. Our indoor water conservation workshop, Tap Into Savings focuses on ways to reduce water consumption in the home. Drop, Peak, Repair: Leak Repair for Dummies, looks at fixing toilet and faucet leaks, and Be an Outdoor Hero looks at Water Wise Gardening Techniques. We also partner with Pest Management to deliver the Healthy Yards workshop (calgary.ca/healthyyards). Evaluation of these workshops hasn't typically been a key focus for us, but is something we're realizing is more important. Traditionally we've followed up each of our three campaigns with a telephone survey about the campaign as a whole, and while we get some data from these, only a small protion relates to our workshops. Currently we're looking at how to fill this gap and best techniques for following up with participants. If you would like to discuss this further please contact me.
