These are not in LA proper, but I know that Corona, Pasadena and Riverside have active water conservation programs and outreach/marketing.

University of California, Davis, has extensive bicycle parking, bike speed limits, and other amenities. Check out: http://www.taps.ucdavis.edu/bicycle/ UC Berkeley is also quite bike friendly with bike paths throughout the city, and plenty of on-campus bicycle parking, including at dormitories. They just put up their first bike plan ever, as of 2006. http://pt.berkeley.edu/transportation_alternatives/bicycle_information/
