You might try looking at http://www.policyinteractive.org/ This is a small research group in Eugene, Oregon studying public attitudes about climate change and consumption. The punchline of their findings: while concern about climate change is low, comes and goes and varies among groups, it is quite different about consumption. Over time and across political boundaries there is high agreement that our level of consumption is bad and needs to be changed.

We are nearly done with the development of our own Triple Bottom Line (TBL) tool here in Eugene that sounds like it would fit your interests. We have completed some practice work with it and it seems to be very helpful. We will be using it with some internal programs soon and would welcome your participation and input as the tool gets refined.

Take a look at the work of the Climate Leadership Initiative (http://climlead.uoregon.edu/). They have built a "climate masters" program based on the County Extension Master Gardeners model - where individuals are trained in GHG/efficiency assesments and then volunteer time to share that information.
