Kristen, if your survey results in a decent inventory of local government sustainability programs, I think there could be widespread interest in see what currently exists. Any chance you could post results like that publicly? Or, more broadly, are there any existing databases of local government sustainability programs?

One place you might look for current thoughts about behavior change concerning energy is the Behavior, Energy and Climate Change conference. Most presentations given at the 2007 and 2008 conferences are posted online. Go to www.aceee.org/conf/09becc/09beccindex.htm and look for links to the 2007 and 2008 conference web sites.

Hello Marianne,
Response rate will depend on numerous factors, including how relevant the topic is for your sampled respondents, respondent recognition of the entity conducting the survey, length and format of the survey, pre-notice of the survey to the sampled population, follow-ups to non-respondents, and the benefit to the respondents for completing the survey (ability to provide useful input for something they care about, an incentive for completing the survey, etc.).
I have gotten response rates of 50+% in similar situations when we have implemented the survey by the book, but its also possible to end up much lower like 10%. When that happens, you have to worry about whether the responses you are getting are truly representative of the population you are surveying. You are best off sampling a reasonable number and putting your efforts into getting a good response rate (with a good survey design and follow ups to non-respondents).

Re: Working with Neighborhood Associations to Reduce Energy - Case Studies Needed

Hello Lisa,
There has been some buzz in the energy efficiency "industry" lately about neighborhood-based approaches. The Wisconsin Focus on Energy program is working on a pilot program in Milwaukee to do something similar to what you are describing. Their initial focus is on a couple of neighborhoods. There was some collaboration with the neighborhood associations in testing the program concept with local residents, but I don't know how the neighborhood associations are involved in the actual pilot.
