Metro Vancouver have been very generous with their knowledge and materials and I would highly recommend following up on Ruben's advice. I'm sure you've also been in touch with the City of Edmonton, but in case you haven't, they are a leader in waste diversion and education. You can try contacting Garry Spotowski, [email protected], who has done amazing work educating Edmontonians on waste diversion.

Hi Max,
You may want to try using a Kill-a-watt or similar energy meter. You input the carbon intensity of the energy source to the device, it measures energy use, and calculates CO2.

Hi Paul,
I'm sure you are aware of attached "Handbook For Promoting Behavior-Based Energy Efficiency in Military Housing" prepared for DOE in 2000. There was also a pilot done on two bases Fort Lewis, Washington and Yuma, Arizona.

An excerpt from "How Bad Are Bananas" by Micheal Berners-Lee. He quotes 10% as the embodied energy of washing clothes. The article does not show his source but I know his book includes sources for his figures. He is very clear in the book that the numbers are his best estimates and also keep in mind he is only accounting for the carbon, not the pollution created by producing the appliances or the effects on water quality of using more soap than required etc. Not sure if he includes disposal transportation and recycling energy.
I echo the comment that this is a complicated calculation and that we can't just rely on the "common sense" that it is better to keep/repair older working appliances.
The replacing old fridges and air conditioners is further complicated by the coolants used contained within them which can be 10000 times more powerful greenhouse gases than the carbon produced manufacturing and using the appliances. So make sure this is captured if you are doing a buy back program.

The Cities of Calgary, Edmonton, and Vancouver, Canada, have all run programs to encourage the use of spray valves in restaurants. Here is the link to the Calgary program which I beleive ended in 2007.

Strategies for Reducing Energy Use in Social Housing

Hello,
I am hoping to design a CBSM strategy to encourage tennants in social housing complexes to reduce energy use. The tennants are not generally responsible for paying their own utilities nor can they be monetarily rewarded for their efforts. The individual units are not metered so only reductions on a whole complex scale will be measureable. If you know of any projects of this nature please let me know. Thank you.
