ACEEE Job Opening: Utility Policy Associate

The American Council for an Energy-Efficient Economy (ACEEE), a leading national nonprofit energy efficiency research organization based in Washington, D.C., seeks an experienced person capable of leading projects focused on utility-sector energy efficiency programs/regulation and related federal energy efficiency policy. This position will primarily involve research and policy support on utility-related issues at the state, regional, and national levels, with occasional involvement in ACEEEs federal and state policy activities in other areas. Position Description:
ACEEE is looking for a seasoned, dynamic, self-motivated individual with up to seven years of experience and skills in conducting research and managing projects to support utility-related work, including those that will advance the ability to increase energy efficiency efforts within the existing constructs of the U.S. utility regulatory system. This will be a cross-cutting position working closely with ACEEEs Utilities and Federal & State Policy programs, but also with other ACEEE programs as necessary. ACEEE has a long history of engagement in the utility policy area, as noted by a many publications and technical and policy assistance provided to more than a dozen states.
The Utility-Policy Associate will support ACEEEs Utility Team work as well as be responsive to the Policy Teams general research, outreach, and communications needs. Responsibilities for this position include:
Undertake and autonomously manage successful research or outreach projects, from proposal-writing through research, coordination, and final publications. This includes work with specific states, cross-cutting work across multiple states, as well as work on federal utility-related policies.
Determine and document utility-sector energy efficiency best practices including policies and programs at the state and utility level. Help to compile and analyze data on utility spending, savings and program and policy implementation experience;
Actively communicate and advance energy-efficiency opportunities within the utility realm as broadly and creatively as possible using print media, blogs, other web resources, newsletters, presentations at regional and national forums, and one-on-one and small group communications.
Work with other staff to develop program priorities and work plans, and manage implementation of these work plans.
Assist with national and state policy work, particularly as relates to utilities

Position Description:
ACEEE is looking for a dynamic, experienced individual with experience and skills in conducting research and analysis on energy efficiency in the manufacturing sector, and with experience in working with policy makers, energy efficiency programs, and industrial firms on developing manufacturing energy efficiency policies, programs and management plans.
This new research position will report to ACEEEs Associate Director for Research who is also the Industrial Program Director, and will be responsible for:

Representing the program at industrial and policy meetings;

Required Skills/Qualifications:
Candidates for the senior associate position should have:
At least 10 years experience working in or with industry in a technical and policy capacity;
Technical experience in manufacturing processes, energy management, combined heat and power (CHP), and industrial management systems is strongly preferred;
Demonstrated leadership and supervisory ability;
A masters degree in a relevant field is required, with a degree in engineering or sciences preferred;
Strong written and verbal communication skills, with extensive experience in public presentations and testimony strongly and interaction with the press preferred; and
Demonstrated ability to work collaboratively as well as independently.

ACEEE is dedicated to advancing and deploying energy efficiency technologies, policies, and programs as a means of promoting economic prosperity, energy security, and environmental protection.
Position Description:
ACEEE is looking for dynamic, self-motivated individuals with experience and skills in conducting research and managing projects on the social, cultural, and behavioral aspects of energy use and energy efficiency practices and investments to help us establish a new behavior and human dimensions program. This will be a cross-cutting program working closely with many of ACEEEs other research programs including buildings, transportation, industry, economic analysis, and utilities. ACEEE has developed some critical initiatives in this area in the past and has obtained funding to expand these efforts to start a full behavior and human dimensions program.
The Behavior and Human Dimensions Program Director will be responsible for directing the new ACEEE Program including:
Working with other staff to develop program priorities and work plans and overseeing implementation of these work plans;
Leading research projects (initial projects address advanced metering and consumer feedback, identifying exemplary programs for behavioral change, and developing a better understanding of automobile purchasing decisions);
Working closely with other program directors on cross-cutting projects and also helping to add a behavioral dimension to the work of other programs;
Fundraising to support the program (funds are already in place to cover more than a year, but in the second year some fundraising will be needed).
The Research Associate will assist in the research and cross-program coordination activities of the Program Director, and will also direct and carry out research projects independently.
The positions are full time and will be based in ACEEEs office in downtown Washington, D.C.
Required Skills/Qualifications for the Research Associate:
1. Masters degree or PhD from an accredited college or university in a behavior-related field (e.g., psychology, sociology, anthropology, behavioral economics, etc.) or an interdisciplinary degree with a significant behavioral focus.
2. 3 years experience in energy and/or environmental field, including some experience working on energy efficiency and behavior/human dimension issues.
3. Some familiarity with state and utility energy efficiency programs and practices.

ACEEE Job Opening - Chief Operating Officer

ACEEE seeks a strong and experienced Chief Operating Officer (COO) to support measured organizational growth by further developing and managing the organizations key infrastructure and administrative systems and practices.
This new position has a unique balance of tactical and strategic issues reflecting the mandate of ACEEE's leadership. The COO reports directly to the Executive Director but, in effect, works as his internal partner. The COO also works closely with the Associate Director for Research and the Associate Director for Outreach. Together they will form the four-person Senior Management Team.
Depending on the new COOs skills and interests, the position will probably also include strategic oversight of a few specific ACEEE research programs, in defined areas of energy efficiency. The intent here is to provide the COO some exposure to ACEEEs research programs, and to also spread the load for research program supervision among the senior management team.
S/he will be responsible for participating in the strategic management and measured growth of ACEEE, and specifically building and advancing an operational process that enables (1) an exceedingly strong research focus, (2) active advocacy efforts (but within the IRS limitations for a 501(c)(3) organization), (3) excellent conferences and communications, and (4) several new and emerging initiatives at the national and state levels.
In short, this is an exciting opportunity for a systems-oriented, solution-driven, and seasoned leader to collaborate with a phenomenal senior management team and professional staff to help facilitate the emerging field of energy efficiency.
RESPONSIBILITIES:
The COO will be directly responsible for leading and overseeing day-to-day operations and delivering high quality results in the following areas:
Organizational Effectiveness/Efficiency: Collaborate with senior management team to ensure that all aspects of research and administration have been fully developed in design, practice, and quality control, thereby facilitating prudent strategic resource allocation decisions for ACEEE.
Human Resources: Oversee a forward-thinking, streamlined, and effective People Management process ranging from recruiting/hiring to performance appraisal/compensation review and talent retention. Initiate policies/practices for reporting relationships, supervisory skills, mentoring, team development, job satisfaction, performance and compensation/benefit reviews, as well as overall professional growth and development. Create an internal career development strategy that enhances and promotes vertical movement and skill and knowledge growth. Additionally, the COO will help build a more robust, empowered, and skilled mid-level management staff within ACEEE.
System-Wide Communication/Interaction and Shared Culture: Develop an organization-wide system of communication and
interrelationships so that departments and individuals understand the work, work product, talents, and contributions of the whole organization. Foster enhanced interactions to capitalize on the strengths throughout the organization.
Strategic Finance and Business Management: Monitor overall ACEEE financial systems, policies, and practices. Oversee operations to aid senior management team and board in making strategic decisions. Monitor administration of all business lines, program models, and special projects. Supervise Directors of Finance and Operations (IT, HR, and administrative support) and guide Research Project Directors in their financial management role through a collaborative approach and with a strong can-do customer-service orientation.
Systems Development: Facilitate analysis of all internal operational and computer systems to determine how they can best enhance ACEEEs operational efficiency and effectiveness. Capture "best practices" to develop resources, policies, templates, rubrics, and check-lists to be implemented at ACEEE within the near future, building on results of an internal process now underway.
QUALIFICATIONS:
Successful applicant will possess most of the following characteristics:
At least ten years of progressively responsible management experience in a similar role within a nonprofit or growing business;
Proven track record building and managing operational systems for a dynamic, fast-paced, and results-oriented organization;
Strong belief in the mission, vision, and values of ACEEE as evidenced by solid prior background in the energy field or demonstrable interests in quickly acquiring a high degree of fluency.
