WOW! Lee that's a BIG challenege. Here in Townsville, (Queensland, Australia), we identified over 220 separate "challenges" or processes that impact such a program as you are looking to embark upon. Townsville City Council, or more excatly, their sustainability unit, just won the prestigeous IBM Smart City award, due mostly to exactly what you are looking at. This has not been a short or smooth path however. BUT the good news is measures and findings are happily shared.

The short answer to the question of LED "daylight" is Yes they exist, however as with any 'short answer' there comes a BUT. Our research has led to the decision to tread cautiously on this subject as the life-of-use quality is questionable. There is little doubt that they will "shortly" be a viable commercial solution but at present there are some short comings we could not look past.
Give them another 6-12 months, given the rate of improvement in technology, & we believe there will be some excellent options in the market place. In our case, to put this in perspective, we were/are looking at replacing large commercial lighting and incorporating it all in a sustainable engery solution of captured energy & water production.

Hello Alison, what exactly are you looking for? I'm a environmental consultant here in Townsville, the city you speak of, and work closely with the Integrated Sustainability Solutions Unit responsible. In fact, you may also like to know the ISSU recently won the IBM smart city award, the only place to do so in the Oceania Region, partly based on the work you refer to.

Given the size of the campus, I would strongly urge you to contact Ken Bellany via the following website. We can not only compost your waste but generate power, (electricity), at the same time in addition to creating superior bio fertilizers. Scotland & Wales are addopting the systems and we have just bejun the initial steps here in Townsville, Queensland, Australia.
This is 4th generation composting, leap frogging from gen 2 systems and completely bypassing gen3!
Strongly urge you take 5 mins to do so and feel free to use my name.

Hi Fiona,
You have a task ahead of you but an awesome opportunity at the same time.
Obviously you have some people conforming to the task of not litering and some we would call non-conformers, those that currently lack the knowledge of actions by littering. I believe it was Craddle Mountain that faced similar problems with rubbish but your National Parks Officers should be able to locate the study and outcome. What you need to focus on is the positive outcome of not littering as a message or theme but reinforced with a harsh "face slap" awakener. You will need a combination.
The study was performed by a prof from the states, I've included his details below and this is ALL he does. He may be able to send you details or at least give you people to contact at a State level as they are the ones who bring him out.
If it's issues surrounding pollutants, then by all means contact me and I can provide further details. Here's the contact details for the study guy.

There are several ways to go about influencing peoples behaviour but by far the most successful is too replicate to the masses the most strongest views of those "conforming" to your target activity. Or, the "good reasons" people see as being the strongest reason for their actions/beliefs.
I'm not sure where in the USA you are but I'm listing Prof. Sam Ham's details below. He is an outstanding commucator and developer of such 'programs' as you are looking to create and travels the world doing it. He has just finished another work shop here in Townsville, Qld, Australia and I'd strongly urge you to at least make contact. I've also advised him of your 'task' so you wouldn't be going in 'cold'
