1- make data and issue public: http://www.swfwmd.state.fl.us/conservation/restrictions/swfwmd.php http://www.pinellascounty.org/utilities/water-restrict.htm http://www.tampagov.net/dept_Water/information_resources/Water_Use_Restrictions.asp 2- publish about critical problems related to irrigation: http://www.chesapeakeclub.org/media.shtml http://www.tbep.org/pdfs/fertilizer/fertilizer_ordinance.pdf 3- Search through areas where water is already a critical issue => Arizona, California, and Florida where each city, county and state institution will have a lot of this similar data. Chesapeack Bay, like Florida Bay, Tampa Bay and the Everglades have been dealing with these issues for eons...,
