Using Sustainability Village model to create change

Hi guys,
I am curious if anyone else lives in a rural setting where the local/municipal level government has developed a program based around the villages/small towns in their government area?
There are 50,000 residents and a large tourist population in our very large, rural government area in eastern Australia.
I am struggling to delivery programs to the whole area due to how information is disseminated and I think the best way to instigate change is to single out one village and work closely with them on a range of sustainability initiatives.
This will demonstrate to other villages and residents that change is possible and will showcase the support that Council can provide.
Has anyone else used this approach? i.e. subdividing the community into smaller geographical systems to showcase programs and drive change?
