Is anyone aware of research results that have identified the benefits and barriers their respective residential markets see when considering the replacement of inefficient toilets with the latest dual-flush toilets? Sydney Water (Australia) is considering a test program to compare the relative effectiveness of a rebate program vs. a full-service replacement program as well as various deferred payment schemes.

HI all,
We run an education program to show all consumers how to look after the local water. In other words it is a positive style conservation program. We also have a program in the schools. Our method of getting a foot in the door is to offer a free tap washer service and from this contact we go over shower, toilet and taps plus irrigation if they have it. When we come across a single flush toilet we fit a water-stop. This is a weight that hangs in the flush tube in the centre of the cistern. It also means you have to hold the button down until the flush has cleared the bowl. As soon as you let the button go it stops flushing. It will not fit the old Stanley cisterns as the tube is too small. Hi all
Contra Costa Water District provided $75 rebates for ULFTs for many years. We determined that the free rider rate was very high partly due to the fact that people applied for the rebate after they bought the toilet and because the program had run for so long that people always new it was out there when they wanted to replace. We then switched to a ULFT give away progrm. We gave free ULFTs. We hired a local plumbing supplier to run the program. Customers still had to get a voucher before they picked up the ULFT, so it eliminated the custoems who bought it already adn then asked for a rebate. It also really increased out participation. Now a bit about multi family or apartments. To get many of these customers to particpte required us to provid a free toilet and free installation. In 12 months we installed nearly 3000 HETs. However, it is a bit expensive and woudl be even more for single family.
