I thought you might be interested in the water resource management reform happening in Victoria, Australia at the moment ( http://www.ourwater.vic.gov.au). This is a complex issue - in our experience, if you isolate water conservation behaviour change campaigns from river management and water allocation processes there can be some backlash when you start putting environmental flow back into rivers. We thought we had a good news story in the return of 10,000 megalitres for environmental flow back to the Thomson River in rural Victoria - the water had come from the water saved from Victoria's urban centre, Melbourne. We had some letters to newspapers (and a couple to the Minister) indicating that the urban water savers hadn't 'sacrificed their gardens for native fish'! Also - we have just recently finalised our new curriculum resource tackling water allocation issues 'Run of the River' ( http://www.vic.waterwatch.org.au/). It has been designed for upper secondary school students and helps teachers explore the range of issues that make up decision-making on water resource mangement - the water asset to be protected, the range of values of that asset, where these values are in conflict and it also provides an introduction to licencing water use.
