Hello,
I am looking for research on the need for environmental outreach in general and fostering sustainable behavior in particular as part of the "statement of need" section of a proposal. The proposal has to do with watersheds and water quality. I know that information is here somewhere, but can't find it.

The language you are looking for can be found in the introductory sections of USEPA's program for social marketing in regard to promoting water quality on a watershed basis, titled Getting in Step: A Guide to Effective Outreach in Your Watershed.
