If anyone has any experience in using social marketing techniques and/or removing structural barriers to municipal curbside recycling, I would appreciate any advice or recommendations. I am working for a municipality with about 600,000 residents. We want to make a change to increase tonnage, but have limited experience in social marketing, etc. I have read "Fostering Sustainable Behavior," but would be interested in hearing some more failure and success stories.

Nova Scotian Municipalities have been recycling since 1996. During the past few years they were trying to increase the residential recycling rates. A number of municipalities have switched garbage collection to clear bags. The volume of recyclables and organics had significantly increased. Halifax our largest city is presently making proposals to City Council to follow suit. The structural barrier of the dark bag was removed.
