A colleague and I are thinking about launching a program to promote/ facilitate the installation of programmable thermostats in homes in a local community. We are trying to determine if there are any other programs in existence that promote the installation of programmable thermostats in residences, other than utility energy audit programs. We'd like to avoid reinventing the wheel and to try to improve upon what has already been done. If you are aware of any such programs, or other individuals or organizations that might have conducted or be aware of such programs, I'd appreciate it very much if you could point me to them. Thank you.

TRC - Thermostat Recycling Corp - doesn't promote programmable thermostats, but a recycling program for the old mercury containing thermostats should be an integral part of any program you develop. Check out TRC here: http://www.nema.org/gov/ehs/trc/
