I am looking for actual examples of electric utility business plans for energy efficiency/conservation programs. Our electric utility will be starting to put together its first strategic plan on the demand side. I have tons of literature on the subject...but no actual 5-year business plans that provide the road map at an operational level.
Any help is greatly appreciated.

The Institute for Local Self-Reliance's site for electricity/energy issues is a good place to start; for example, their page on Efficiency Vermont: http://www.newrules.org/electricity/efficiencyvt.html From there, you can get to EV's annual reports (http://www.efficiencyvermont.org/pages/Common/AboutUs/AnnualReport/) and presumably keep digging from there as necessary. Toronto has a city-wide Energy Plan, so is more comprehensive than DSM/efficiency, but still worth a look, at: http://www.toronto.ca/energy/pdf/dev_energyplan_june5_06.pdf
