I am working on my Master's Thesis regarding the use of public-private partnerships to address climate change at the local/municipal level. I am seeking a comparison of a city that has a program that specifically addresses the reduction of greenhouse gas emissions and does so through incentives for businesses, rather than a structured partnership. Is anyone aware of such a program?

I am a recent University grad looking for private (or public) businesses that offer consultation for all things sustainable (transportation alternatives, waste reduction, water and energy efficiency). I am trying to find out where these businesses exist, how they operate and how they sustain themselves financially. I want to find companies that assist other businesses as well as residents.
