How many municipalities or developers are dealing with a strong public backlash in regards to setback distances for wind turbines, and how have you dealt with it?

I have been fighting with our county admin on wind generators for private rural residences. This seems to be a new area of thought for them, they are planning to have a discussion about this late in 2007. They are perplexed as to why anyone would want their own generator. Currently, any and all wind generators are banned due to HOA covenents and height restrictions. The city of fort collins and the county are very concerned that no one wants to ever have to see a wind generator. I pointed out that the walmart sites in Aurora CO and McKinney TX have generators in their parking lots in the middle of town, and there has been only positve feedback from the public. It looks like it will be several years or never before our area decides to allow generators as per DOE recommendations. We visit Denmark frequently where there are generators everywhere. The British DIY stores are now selling complete residential packages for homes in Britain, $3000 installed for 1.5 kw. We are a prime area for generators, in the rural area east of town and in the mountains. currently several companies are installing generators for mountain residences, but not informing the county.
