Hi,
I'm seeking a sample RFP where a municipality has contracted out with a private entity to operate the municipality's existing yard debris composting operation. The goal is to increase through-put of existing feedstock, the municipality is currently only composting about 25% of yard debris generated w/in its service area.

Try http://www.amrc.guelph.org/publications.html - if you email the Association of Municipal Recycling Co-ordinators (AMRC), they could tell you if one of their publications has a sample RFP for composting municipal services (perhaps #3-Leaf and Yard Material Reduction: Program Implementation Guide (1994) or maybe #12-Contract Design Manual (1995))
Also, you could contact the Composting Council of Canada at http://www.compost.org/englishoverview.html The two links above are Canadian - I'm not sure how much difference there would be betweeen Canadian and American RFPs.
