Holly,
Along the same lines as Fairbanks Alaska, the City of Tacoma develops compost from a biproduct of anaerobic digestion mixed with soil and sells it for gardening uses. The end product rates higher in nutrient value than any other potting soil compost on the market.

The City of Tacoma has a very sucessful wastewater treatment program, and they make soil products called TAGRO (for Tacoma Grow). Their program has gotten a Class A rating from the USDA. http://www.cityoftacoma.org/Page.aspx?nid=306

Holly,
The Town of Okotoks, south of Calgary, Alberta, Canada ( Website: http://www.okotoks.ca/ ) has a very successful program of dewatering and composting their municipal sewage. The composted product looks, feels and smells like freshly plowed topsoil. A few years ago, I took some of my college students on a tour there, but now I don't remember all the details of the town's operation. I was quite impressed with their whole operation. I suggest that you cantact the town directly for specifics, and whether/how they are now marketing the compost......
Best wishes for success,

Holly--
Fairbanks, Alaska, has been composting sewage treatment plant sludge. Not direct composting of human waste, but close. Most true "Humanure" composting is home scale.
