Does anyone have information about promoting paid parking in business districts, reducing parking place minimums in business districts and ride-share programs. I am especially interested in experience in small cities with tourist traffic.

I share an interest in this portion of the question. As well as should tax payers subsidize downtown parking, should there be maximums on shopping centers. . .must they be "day before Christmas" size all year?

In short, parking should always be paid for by the end-user, not the general public. Thus, all parking should be properly priced according to its use and demand, to the extent that one should always plan for approximately 80% occupation of a parking lot/street (a bit of economics and you'll get proper pricing to produce such occupation). Donald Shoup is particularly good at explaining this. I once again recommend his work. The topic of "maximums" or minimums is a bit more complicated, but in the end it's all about providing the fair amount of parking, not stories and stories of parking for everyone!

You might want to start by googling Duluth, Minnesota. The port city has evolved from primarily an industrial and shipping center to a major tourist destination with about 3.5 million. There are now huge parking problems in the downtown and harbor area due to tourist traffic. Rush hour starts Friday afternoon and Sunday afternoon. Since the city is located along the shoreline of Lake Superior there is essentially one major artery through the city. http://www.visitduluth.com/ and http://www.duluth.com/ are two of the major tourist websites but they might link you to something productive.

The key document on parking policies and practices is Donald Shoup's "The high cost of free parking". Todd Litman has also a lot of information in his website www.vtpi.org (look into the TDM encyclopaedia". Finally, GTZ is about to publish a full document on TDM which will include parking (check out www.sutp.org in the following months).
