Water and Energy Prices in Europe and North America

I am looking for reliable historical data on the rising average costs of water and electricity over the last decade or so, particularly in Europe, but also in North America, to help build an economic justification for designing more efficient appliances. Also, if anyone can point me towards specific European legislation regarding water or energy use by an appliance (particularly a medical device), or regarding a manufacturer's responsibility for the collection of waste generated by consumables (eg, toner cartridges etc) or product end-of-life take back, I would be most appreciative.
