Is anyone aware of any work that has been done with cbsm and integrated pest management in agriculture? We have diverse cultures and education is not doing the trick! I'm looking for examples/programs in other areas.

We have the same problem here in Australia. Unless it is linked to commercial markets it is difficult to sustain. Our best efforts have also utilised good IPM consultants (1 on 1) so that the growers are working through the crop cycles with the help they need. Having a consistent message through the chemical resellers and farm advisors is highly valuable and therefore the industry needing to take a stance. I would have though UC Davis was doing a good job - excellent web site!
Other opportunities are market pull for IPM product (although a fair amount of product it produced that way already), and IPM in the QA.
Where we have had specific advisors from each of the major ethnic backgrounds working in a region, the uptake has been much better. As poor habits have been entrenched over many years, sustained effort is required here and not just one offs.
A group called Endura in Europe (Fresch based?) have a good web site and practical IPM is discussed well.
