We will be implementing a no-take/research area only zone in Gray's Reef National Marine Sanctuary. We need to change the behaviours of those recreational anglers who consider the sanctuary -- a national resource-their own personal fishing hole. Thoughts?

That's a tough one. Is the area already determined? Were the recreational anglers involved in the decision? If not then it will be tougher to do. In Hawaii, they've had better luck conducting the outreach prior to even setting up any kind of rules and getting the fishers on board. They've found "champions" who help to promote the cause and educate others. It worked pretty well with a new fishery management area on Maui, although they did run into some opposition from others.
