Job Summary: This is professional work researching, developing, and managing public information and education projects relating to water resources protection, water conservation and other District objectives. We are looking for a candidate with strong background in research, statistical evaluation and implementation of social research projects that have the highest probability of generating behavior change with measureable results. Duties include personally conducting research as well as overseeing consultants who conduct both qualitative and quantitative research. The successful candidate will have the ability to interpret, analyze and apply data to identify, create, implement and evaluate programs. Based on research findings, designs and oversees pilot projects to encourage behavior change. Uses statistical software to conduct analyses of research data and translates technical information and research findings into clear and concise information. Writes for and oversees coordination of survey instruments, focus group protocols, research notifications, research reports, Requests for Proposals, grant proposals, educational materials and other items. Develops scopes of work, develops and oversees program budgets, manages research databases and manages subcontractors for public education projects simultaneously. Strengthens the evaluation and research capabilities of Communications staff and cooperators through training and technical assistance.
Education and Experience: Bachelor's degree in Social Science, Public Health, Public Relations, Communications, Mass Communications, Marketing, Education, Social Marketing, Research, Program Evaluation, Applied Psychology, Sociology or equivalent field with an emphasis on applied research and evaluation and five years' experience involving educational programs, public communications, community-based social marketing, research or an equivalent combination of education and experience is required. Experience with SAS and/or SPSS is preferred. Experience in applied research, community-based social marketing, evaluation and contract management is preferred.
